I have not rescued a Chi from there, but Im sure alot of the dogs are having the same problem.The lady had 800 dogs all crammed into cages. Im sure they were not properly socialized or given much human interaction. This lady was basically a puppy mill. Puppy mill dogs are often fearful and nervous. The dog is now also in a new environment.. he's been thru alot in the past week or so.Its going to take time, and training to help your dog overcome some of its fears.
